Go read Marcy Wheeler here and here on Porter Goss oped in the Post today on the Gang of Four being briefed in the fall of 2002 on the the CIA's High Value Terrorist Program only after Abu Zubaidah had been waterboarded 83 times, and perhaps not explicitly told that waterboarding was already being used.
