LAT: Anthrax blend led FBI to Ivins. He reportedly had fairly unique access to signature strain of Ames imported from Dugway Proving Grounds in Utah to Ft. Detrick.

What's hard to understand is if the scientific evidence was so persuasive, why hadn't the FBI indicted him already? Why the slo mo pressure campaign on Ivins and his family in lieu of just indicting him? Did they need him to confess, or get more, because they actually didn't have enough evidence?
