You really want to read the whole thing, but here's the shorter version: Cheney and his lawyer David Addington tried to subvert the Constitution sans debate. A few conservative political appointee lawyers at the Justice Department, NSC, and State, pushed back, and ultimately were forced out. One take away: the public has mostly been left in the dark about how high the stakes are.
