European investigations of CIA "black site" prisons and detention policies proliferate. The NYT and WaPo report that the State Department is responding to increasingly urgent inquiries from European allies, but ... would we be surprised to learn that the State Department is being kept in the dark? If there's one things scholars of the Reagan administration know, it's that it's sometimes better not to know, right?
